IMPORTENT: Check your Junk/Spam folder

Some email programs send incoming emails from forums to the Junk/Spam folder. Be sure to check these folders for notifications from this forum.

I thought that this whole discussion forum was completely unused because I had not received any notifications. Upon reading the instructions, I find that I get email notifications if I post something first. Is is possible to sign up for email notifications about topics that I find of interest to read, even though I don't want to post anything?

Yes, you can opt into any topic by clicking on the dropdown menu under the Reply button under the post. If you have not subscribed to the topic the option to Subscribe Topic will be there instead of Unsubscribe Topic. Check the checkbox to subscribe and receive notifications when the topic has been updated.
